I should have indicated House Report 105-551 part II in my-email, instead of House Report 105-796 (the conference committee report), but was so surrounded by mountains of legislative history that I typed in the wrong number! Have you been able to locate House Judiciary Committee Print Serial #6 (September 1998), on line. None of my searches have located a document by that name. Does it contain a section by section analysis that is appreciably different than HR 105-551 part two?
Several listserv members asked for the exact web address of the conference committee report. The one I have is ftp://ftp.loc.gov/pub/thomas/cp105/hr796.txt (although that was downloaded about 10 days ago and the address may have changed.
