packaged music licensing

I am posting this request for a colleague who is not on this list: Does anyone know of a company that sells packages (i.e., music plus the rights) of music or muzac to large chains to play in their stores, or to ad agencies to use in the background of ads or videos, etc? I believe that Harry Fox sells only the rights, you have to tell them what music you want, but please let me know if that's not the case.
