In most cases true students will have fair use protection if they copy. The library has first sale rights to lend the material for short periods. The problem, I think, if there is one, is the not totally uncommon practice of libraries making copies of journal articles and placing them on reserve, rather than using the the first sale protected copy for this purpose.
