Since I definitely do not know better, having never dealt with this issue, so perhaps I should not speak, but....

Don't BMI/ASCAP etc. own a non-exclusive license to performances of songs?

Publishing lyrics is not performing, does not involve songs. Would not the more direct route be to go to Harry Fox or one of the other rights agencies?
