Under the 1909 law store rentals flourished for a while, if I recall correctly, in drug stores. They emphasized pulp fiction and added transparent plastic wrappers. I have never seen a "study." The last rental I saw was in NYC in the 1960s. I suspect mass market paperbacks ended that venture.
I also recall a book wholesaler talking about "leasing" bestsellers books to libraries, assuming there would be a residual sales value.
Book rental is still done by certain for-profit libraries I believe.
