Responding to Thomas Workman, my 1984 version of the Compendium II at Section 202.02(1) reads: "The copyright law does not provide for the copyright registration of characters as such. However, original works of authorship describing, depicting, or embodying a character are registrable if otherwise in order." No citation or cross-reference to the CFR is provided. I haven't checked the CFR. I guess the point is that you can't register the character, standing alone, but get whatever protection you can for it in the registration of the work, which gives the character a context.
