The text of the bill is available at <http://thomas.loc.gov/>. Search for the bill by number. The PDF version doesn't seem to be available yet, but the text version is.
As to the likelihood of it becoming law it is probable that some form of database protection act will eventually be enacted, but whether in this Congress or the next is hard to state, as well as what rough beast it may be turn out to be.
