assignment clause

This is not a copyright question, but I thought some members of this list who deal with software licence agreements might be able to answer this question...

In the context of a software licence agreement, if the licence is silent as to the right to assign, can the licence be assigned or does the party seeking to assign the agreement require the consent of the other party to the licence agreement?

My understanding is that only personal services agreements require the consent of the other party.
