Anyone interested in researching the subject of copyright in government regulations, etc., should look at Building Officials & Code Admin. v. Code Technology, Inc., 628 F.2d 730 (1st Cir. 1980), which involved, if I recall correctly, a building code drafted by a non-governmental organization later adopted by the commonwealth or the city of Boston.
