"Decopyright" doesn't appear in either the OED or the Oxford Hachette French dictionary. There's obviously nothing wrong with coining a new word, but if it doesn't have an accepted legal meaning, it could be more confusing than making a statement using words like "public domain" which do have a generally accepted meaning.
