That is not what the law says. Nowhere in the law says that I cannot put my work in the public domain.
The point that the word "decopyright" will not have any legal effect is well taken and should not be used when one desires to dedicate his work to the public domain. I nevertheless like it and can use it in the casual conversation but then, the beauty is in the eye of the beholder.
