Responding to Jason Vogel, if I understand you correctly, it doesn't seem odd to me -- it's absolutely standard and long been true that you need separate agreements with the model and with the commercial photographer for any photo ad, creating the possibility that your rights to exploit the end product viz the model could be more restrictive than your rights viz the photographer (although usually that wouldn't be true as commercial photographers tend to protect themselves pretty well).
