The Milwaukee Public Library system uses notices around the copy machines and one at their copy center. At Marquette University's Law School they have a notice on the machines on the lower level but nowhere else.
At Kinko's they have notices and once made me sign a waiver to copy a brief that had Wisconsin Statutes in the appendix! So I would guess notices suffice. Only if somebody asked to have an entire book copied would a personal notice be required. At least that is my best guess.
