Have you read Sam Ricketson's excellent book, "The Berne Convention for the Protection of literary and artistic works: 1886-1986" (Queen Mary College, University of London Centre For Commercial Law Studies/KLuwer, 1987)? It contains a fairly lengthy commentary on 10bis, and may also point you to other useful material.
