The 1983 Photocopying Report of the Copyright Office made a number of "non-statutory" recommendations. One of these was:
Finally, the Copyright Office called for clear recognition
by all levels of government that publicly-owned libraries
must be adequately funded so that these institutions
will be able to pay their share of the necessary costs
attendant to the creation and dissemination of
copyright protected works.
I am not aware of anything being done by any level of government, including state and local governments. For a dozen years prior to this report, library funding was far below the needs of collections to keep up with publications. The years following have not been much better. In 1987, all higher education institutions together cut $110 million from library spending. All other categories, including unspent revenues, rose.
