Ricketson can't be beat as a Berne source. Another good one in English: W. Nordemann, K. Vinck, P. Hertin, and G. Meyer, _International Copyright and Neighboring Rights Law: Commentary with special emphasis on the European Community_ (R. Livingston, trans., Weinheim, New York, 1990).
