music in non-commercial film

Hi,

A friend asked me if I knew anyone who could answer this copyright problem --  

 He's making a short film (4 minutes or so) that he's  writing, directing, and starring in (a bit of narcissism  there??) and wants to use a certain band's music (a  song -- I'd guess). He's not planning the film for  release (obviously) nor submission to anything I  believe. Does he have to secure the rights, and if so,  how??

My assumption is that he would have to get permission to use the band's song whether or not he sold or distributed his film. (Probably some sort of release, granting him permission to use the song once and only for this project.) If this is the case, who should he contact? The band? An agency representing the band?

Any ideas?
