eBay may be the first to do this on the web, but I learned in the course of preparing to work a few weeks in China in 1994 on a project that combined teaching of legislative drafting with the drafting of an auction law (as an element of a larger project to draft various economic laws) that an auction had been held somewhere in China during the preceding year as a means to market new technological innovations. Those who set it up saw it as a solution for the lack at that time of any other established or traditional market for connecting sellers with buyers.
