This is alarming thought, since it is axiomatic that ideas are not copyrightable.

It is also simplistic; in fact copyright law exists in order to FACILITATE communication, not burden it. Maintaining a balance between properly rewarding the creators of copyrightable expression and providing the public with access to those works as a basis for new works in the continuing dialogue of science, art, and thought is what copyright law is all about. Some may argue that it goes too far one way or the other; but it is unfair to see only the "burden" side and argue from that that copyright law doesn't work.
