In the UK, it was implemented in the Copyright and Rights in Databases Regulations 1997, SI 1997 3032, whih came into operation (I recall) on 1 January 1998. The Regs can be downloaded from HMSO's web site, <http://www.hmso.gov.uk/>.

The answer to your question, however, is "no", although I hope there'll be enough of a resonse from this list to put together a picture. Otherwise, you could try contacting DGXV at the European Commission, who should have the information.
