     The background requirements are so vague and fuzzy if they were a patent they would be rejected. :-) Way too much discretion is vested in bureaucrats. Most likely, he/she is not even a lawyer. This is nothing but an elitist "super bar." I wonder if such a thing is Constitutional, because it appears to be an assertion of federal power over the ability of lawyers to practice law. That is a matter wholly reserved to the states.

     What the Patent & Trademark Office does not say is you need not joint their club to practice patent law in federal court. It is only if you want to practice before the PTO office that you need to get down on your knees, "kiss their ring," and shed some blood to be admitted.
