I have a publication of the LoC that states

   copyright 1997 by the Library of Congress    except within the U.S.A.

However, since Dutch copyright law has a clause of shortest term, and explicitly does not protect works not protected in the country of origin, the U.S. prohibition also works in the Netherlands, in my, non professional, opinion.
