It is important to remember that there is another bill pending in Congress H.R.1858, sponsored by Tom Bliley which is entitled "A bill to promote electronic commerce through improved access for consumers to electronic databases, including securities market information databases." This bill would ban outright copying for commercial purposes while allowing copying other purposes. If Mr. Henderson is only worried about cheap an inferior copies why doesn't he support this bill? Or could it be he is looking to H.R. 354 to eliminate fair use in electronic compilations?
