Most libraries' microfilms [and also printed photo-offset reprints] were supplied by publishers authorized to produce the reproductions of the collective works in their entirety by the original publishers. Some publishers produced and sold their own micro- and reprint editions.

I believe what the patrons do is another matter. They makes copies from the film as they would from the originals, generally understood as fair use.
