This has been in the Canadian news and it appears as if there is some controversy about the legality of it. The TV stations don't seem to be convinced that it is fine to do this but apparently the founder of this company was once a member of the Canadian Radio and Television Committee (CRTC) and feels it is legal within the rules of that regulatory body.
