You've trimmed the context from the quest, but I don't think he wanted to dump it into the public domain -- he wanted to share the copyright interests selectively. Moreover, a disclaimer is anything but "tight." It provides an estoppel defense to a claim of infringement, but the infringer isn't in privity; it's not clear that the disclaimer is irrevocable; the equitable license is almost certainly still terminable; and, well, it's a novel approach -- novelty seldom serves certainty.
